Hitler.

MI6 spin doctors manipulated a dossier on a foreign power to encourage Britain to prepare for war. However this had nothing to do with WMDs.

Lord Halifax, the Foreign Secretary, underlined three times in red pencil Hitler’s reported description of Chamberlain as an “arschloch” before handing it on to the Prime Minister.

It apparently made “a considerable impression on the Prime Minister”.

However, according to the Telegraph it didn’t make any difference.

In the end it had no effect, and Chamberlain and Halifax still believed Nazi Germany would stand by the agreement they had made in Munich even as they occupied Prague the following March.

Hmm. I was under the impression that Chamberlain’s period of appeasement was coupled with a serious effort to re-arm Britain. An interesting debate over at Bishop Cranmer’s doesn’t clear the subject up greatly.
